Default privacy statement & google

I was reading the free adwords book that Dave has in the downloads section and I read something that kind of surprised me.

The guy whose study is documented claims that to follow google's TOS, you need to have a privacy statement.

1. does he mean that to use adwords, the landing page needs a privacy statement

2. what use would it be if you are not collecting any info - for instance you are promoting an affiliate program, what would you need a statement on your own page
